The Department of Planning and Community Development helps to shape public policy through development of the City of Dayton's Comprehensive Plan (most recently CitiPlan 20/20), as well as through neighborhood and downtown initiatives and planning.

The Department carries out its work in two major Divisions: Community Development and Planning. It oversees housing and community development investments and historic preservation, including Local Historic Districts. It develops and administers urban design plans and standards, the Zoning Code & Map, and subdivision regulations. It also is responsible for developing human service policies and initiatives.

Elected Priority Boards give citizens a voice in shaping City policy. The Department staff works closely with elected officials and citizens on the following boards: City Commission, City Plan Board, Board of Zoning Appeals, Landmarks Commission, and the Priority Boards. The Department maintains a calendar of scheduled public meetings. The Department manages the City's Community Development Block Grant, Neighborhood Stabilization, HOME, and Emergency Shelter Grant programs, as well as the Dayton Mediation Center.
