The Department of Planning and Community Development helps to shape public policy through development of the City of Dayton's Comprehensive Plan (most recently CitiPlan 20/20), as well as through neighborhood and downtown initiatives and planning.

The Department carries out its work in two 
Divisions:  Community Development and 
Planning. It oversees housing and community development investments and historic preservation, including local historic districts. It develops and administers urban design plans and standards, the zoning code and subdivision regulations. It also is responsible for developing human service policies and initiatives.

The Department staff works closely with elected officials and citizens on the following boards: City Commission, City Plan Board, Board of Zoning Appeals, Landmarks Commission and the Community & Neighborhood Development Advisory Board (CNDAB). The Department maintains a calendar of scheduled public meetings. The Department manages the City's Community Development Block Grant, Neighborhood Stabilization, HOME, and Emergency Shelter Grant programs, as well as the Dayton Mediation Center.
