As Deputy City Manager, Stanley Earley is responsible for oversight of a $153 million annual general fund budget and key City functions and departments, including Finance, Aviation, Water, Convention Center, Recreation & Youth Services, Central Services, Fire, Public Works, and the Office of Management and Budget.
Earley began his career with the City of Dayton in 1976 in the Office of Management and Budget and has more than 30 years of leadership experience in the public and nonprofit sectors. His experience includes seven years of program management with the United Way of Greater Dayton and six years of financial and administrative management with Prince George’s County, Maryland, culminating in appointment there as Deputy Chief Administrative Officer.
He returned to Dayton in 2004 as Assistant City Manager and was appointed Deputy City Manager in 2007.
Earley holds a B.A. in Urban Studies from Haverford College and a Master of Arts in Urban Affairs and Policy Analysis from The New School for Social Research in New York City.. He is a Certified Economic Development Professional and a member of several boards, including the United States Air & Trade Show, CityFolk and the Dayton Area Chapter of the American Red Cross. He also sits on the Executive Board of the Government Finance Officers Association of the United States and Canada.
